In order to determine the needs and wants of the district's facilities, Marshall ISD formed a Long-Range Facilities Planning Committee composed of community members and staff. The committee developed a list of requested items for inclusion in a 2023 bond package and presented their recommendations to the board on January 17, 2023, during a regularly called board meeting.

The committee conducted three total meetings from November to January. During meetings, committee members took a tour of the Marshall High School facilities and were presented with information on cost breakdowns, tax impact, and an overview of the district. A number of members also toured other local high schools and their facilities.
