Frances Moore, who served previously as an assistant principal in MISD at Price T. Young Middle School, is returning to the district as the new principal at Washington Early Childhood Center.

Tamekia Johnson, the current assistant principal at Sam Houston Elementary School, is now the new principal at William B. Travis Elementary School.

Kelvin Jefferson, currently an assistant principal in Aldine ISD, was named the new principal of MISD’s Disciplinary Alternative Education Program (DAEP) campus.

Beth Rowe, currently a Human Resources Officer in Kilgore ISD, was named MISD’s new Assistant Superintendent of Human Resources.

Joseph Brinker, currently serving as Director of Transportation in Texas City ISD, was hired as MISD’s new Director of Transportation.


Frances Moore is back in MISD after serving the past school year as principal of George Washington Carver Elementary in Greenville ISD. She was assistant principal at MISD’s Price T. Young Middle School from 2015-2017 and has also held positions as an administrator or teacher in Tyler ISD, Longview ISD and in Monroe, La.

Ms. Moore holds a Bachelor of Science in Elementary Education from Grambling State University and also holds a Master of Education in Educational Administration from Texas A&M University-Commerce. She also has a Standard Principal Certification (EC-12), and is also a certified T-PESS, T-TESS and PDAS Appraiser. Ms. Moore also holds an Instructional Leadership Development (ILD) Certification as well as a Standard-Generalist (Grades EC-8) Educator Certification.


A native of Marshall and graduate of Marshall High School, Tamekia Johnson will serve as the new principal at William B. Travis Elementary School.

Ms. Johnson has served as assistant principal at MISD’s STEM Academy since 2014, at both South Marshall Elementary School and Sam Houston Elementary School. Prior to serving as Assistant Principal in MISD, Johnson held elementary school teaching positions at Ned E. Williams Elementary School in Longview ISD; at Griffin Elementary School in Tyler ISD; and at George Washington Carver Elementary School in Marshall ISD.

Ms. Johnson earned a Bachelor of Science in Sociology from Texas College and has two masters degrees: a Master of Science in Sociology from the University Texas-Tyler and a Master of Education in Educational Administration from Grand Canyon University. She also holds a Principal Certification EC-12 from Lamar University and earned her teaching certification EC-4 from LeTourneau University.


Kelvin Jefferson comes to MISD after serving as assistant principal at Floyd Hoffman International Baccalaureate Middle School in Aldine ISD since 2015. He has also served in administrative roles as assistant principal at Abraham Lincoln Middle School in Port Arthur ISD and as assistant principal at Cheatham Middle School and Clarksville Elementary School in Clarksville ISD.

Mr. Jefferson has held teaching and coaching positions in LaMarque ISD and Galveston ISD prior to entering administration.

A native of LaMarque, Mr. Jefferson earned a Bachelor of Science in Elementary Education from Prairie View A&M and has a Master of Education in Educational Administration, also from Prairie View. He holds Texas Teacher Certification in Self-Contained 1-8 as well as History 1-8, as well as Texas Principal Certification.


Beth Rowe will serve as the new Assistant Superintendent for Human Resources. She is currently serving as Human Resource Officer in Kilgore ISD, where she has been in her current position since 2008.

Ms. Rowe also is currently serving in the Texas Association of School Business Officials (TASBO) as an instructor and district management review team member. She also serves as a member of the Region 7 Teacher Preparation and Certification Program (TPCP) Committee.

Rowe joins MISD with 15 years of experience in school district Human Resource operations. She has also been Business Officer Supervisor at White Oak ISD from 2002-2008 after serving as Human Resource Records Officer in Longview ISD from 1997-2002.

A native of Longview and graduate of Longview High School, Rowe earned a Bachelor of Business Administration from LeTourneau University. In her new position in MISD, she will be the district’s chief officer over personnel, hiring and employee relations.


Joseph Brinker will serve as MISD’s new Director of Transportation after having served since 2016 as Director of Transportation in Texas City ISD. He was Director of Transportation in LaMarque ISD in 2015-2016 and also was a member of the Operations Department in Smithville ISD from 2007-2015.

While at Texas City, Mr. Brinker oversaw the merging of two districts as well as the operation of 56 total bus routes. He managed some 85 employees in the Transportation Department and also was a key administrator in the re-routing efforts for three schools in the district in the aftermath of Hurricane Harvey last fall.

A 1983 graduate of Texas City High School, Mr. Brinker holds several certifications from the Texas Association for Pupil Transportation (TAPT), including Personnel Management, Leadership, Student Management, Routing and Scheduling and Special Transportation.
